Bring home a US vehicle, duty-exempt
GSI Logistix helps disabled citizens, veterans (gaziler) and the families of martyrs (şehit yakınları) source the right vehicle in the USA, have it properly adapted, and ship it to Türkiye under the special consumption tax (ÖTV) exemption for imported adapted vehicles — one accountable team, from selection to customs clearance.
Already have a vehicle?
This program is a duty exemption for a vehicle we source and adapt for you — it's not for a car you already own. If you already have a vehicle in the USA and just need it shipped to Türkiye, see our Ocean Shipping service instead.
Two eligibility groups, two vehicle profiles
Türkiye's import exemption for specially-adapted vehicles covers two groups, each with different vehicle requirements. Which one applies changes what kind of vehicle makes sense to import.
Group A — Self-driven
For applicants who will drive the vehicle themselves, adapted with hand controls or other equipment for their own use.
- Engine size up to 1600cc AND engine power up to 160kW (≈214 hp) — both conditions must be met
- Typically a sedan, hatchback or compact / midsize SUV with a base-trim engine
- Fitted with the driving aids the applicant's medical report requires
Group B — Driven by another person
For applicants who will be transported by a family member or caregiver — including veterans (gaziler) who need this transport arrangement. (Martyrs' relatives / şehit yakınları have a separate benefit, not tied to Group A or B — see "Applicant Eligibility" below.)
- No engine size or power limit
- A 6–9 seat vehicle suited to a wheelchair ramp or lift conversion
- Typically a minivan or a compact / midsize accessible van
What the vehicle and the paperwork need to satisfy
Engine eligibility
Group A: ≤1600cc and ≤160kW. Group B: no engine limit, but the body must suit a ramp or lift conversion.
Vehicle age
The vehicle must be no more than 3 years old at the time of import.
Adaptation completed abroad
The medically-required adaptation (hand controls, ramp, lift, etc.) must be installed in the USA before the vehicle enters Türkiye.
Customs value cap
The vehicle's customs value must stay under the annual limit set for the exemption (revised each year by the Ministry of Trade).
Eligibility Requirements & Process
The information below is based on Ministry of Trade (Ticaret Bakanlığı) regulations. We recommend confirming it with a licensed customs consultant or the Ministry of Trade before you apply.
Disability Type
Only orthopedic disabilities are covered. The side of the body affected (right or left) is not a qualifying factor.
Medical Report
Self-driven applicants: the report must state the special-equipment code and the required driver's-license class (A or B). Ramp/lift transport: a separate health-board report is required. Reports issued abroad must be translated into Turkish.
Driver's License
Self-driven applicants need a Class A or B license matching the special-equipment code on their medical report.
Vehicle Age
The vehicle must be no more than 3 years old, by model year, on the date it is presented to customs.
Required Documents
ID copy, proof of ownership, special-equipment invoice, sales contract or donation deed, and a registered family-record document (vukuatlı nüfus kayıt örneği).
Application Process
Applications are filed through e-Devlet (EAİS). The review commission meets on the first Tuesday of each month. An approved decision (Komisyon Karar Belgesi) is valid for 6 months.
This information is general in nature. Personal eligibility should be confirmed with the relevant authorities before you apply.
Gaziler & Şehit Yakınları
Veterans (Gaziler)
Veterans qualify under the same Group A or Group B exemption as any other disabled applicant. Left-leg disabled veterans (under Law No. 3713) are additionally exempt from the special-equipment requirement, and are not blocked by the automatic-transmission restriction that otherwise applies to vehicles without adaptive equipment.
Martyrs' Relatives (Şehit Yakınları)
A spouse or child of a martyr (or, if none, a parent) is entitled to a separate, one-time, family-wide exemption from the Special Consumption Tax (ÖTV) only — under ÖTV Law Art. 7/8 — on the same ≤1600cc vehicles as Group A (or ≤2800cc trucks / motorcycles under separate tariff headings). This benefit explicitly covers an imported vehicle, but customs duty and VAT are still payable in full — a narrower benefit than the complete exemption Group A/B applicants receive.
Two different ÖTV exemptions — this is the import one
Türkiye's Special Consumption Tax (ÖTV) law provides two separate exemptions for disabled citizens, and it is easy to confuse them. One applies to a vehicle bought new from a domestic dealer (ÖTV Kanunu Art. 7/2) and requires a minimum level of local content — it does not apply to a vehicle sourced from the USA. The other applies to specially-adapted vehicles brought in from abroad (ÖTV Kanunu Art. 7/6, together with customs legislation), with no domestic-content requirement. This second, import-based exemption is the one GSI Logistix's service is built around.
Because this is a customs and tax matter, GSI Logistix coordinates sourcing, adaptation and shipping, but we recommend confirming your personal eligibility and the current-year limits with the Ministry of Trade (Ticaret Bakanlığı) or a licensed customs consultant (gümrük müşaviri) before purchase. Rules and limits are revised periodically.
Ask us a questionImport exemption (this program)
No domestic-content requirement. Applies to an adapted vehicle brought in from abroad, such as the USA.
Domestic-purchase exemption (different program)
Requires at least 40% domestic content — only applies to a vehicle bought new from a Turkish dealer, not to a US-sourced import.
From eligibility to your driveway
Eligibility & vehicle match
We review your group (A or B), medical report / gazi – şehit yakını documentation, and match you to a qualifying vehicle profile.
Source & purchase in the USA
We find and purchase the specific vehicle — dealer, auction or private sale — within your budget and the program's limits.
Adaptation, installed in the USA
We coordinate the required adaptation (hand controls, ramp, lift) with a qualified US installer before export.
Export & ocean shipping
Export documentation, port delivery and ocean freight to Türkiye, the same network we use for every vehicle we ship.
Customs clearance
We guide you through the ÖTV-exempt import declaration and customs valuation at the Turkish port of entry.
Registration & delivery
Plate registration and final delivery of your vehicle, ready to use.
One team, not four separate handoffs
A program like this usually means juggling a US vehicle seller, an adaptation installer, a freight forwarder and a customs consultant separately. GSI Logistix combines vehicle sourcing, US logistics and international ocean shipping under one roof, so the same team that finds your vehicle also gets it adapted, shipped and cleared through customs.
We do not provide legal or tax advice — for your personal eligibility, we always point you to the Ministry of Trade or a licensed customs consultant. What we manage is everything logistical in between: the right vehicle, the right adaptation, and a smooth trip from the USA to your door in Türkiye.
Sourcing to delivery, one team
Vehicle purchase, adaptation coordination, ocean freight and customs guidance handled by one accountable team.
Transparent about the rules
We tell you honestly what qualifies and what doesn't — and point you to official sources to confirm it.
Our own shipping network
The same ocean-freight network we use for every vehicle we ship to Türkiye.
Common questions
Do I need to be a Turkish citizen to use this exemption?
Eligibility criteria are set by Turkish tax and customs authorities and depend on your personal status and documentation. We recommend confirming your eligibility with the Ministry of Trade or a licensed customs consultant before purchase.
Can any US vehicle be adapted and imported this way?
No — the vehicle must meet the age limit, the engine requirement for your group, and the customs value cap. We check these before we source a vehicle for you.
Where is the adaptation done?
In the USA, before the vehicle is exported. Turkish rules require the adaptation to already be in place when the vehicle enters the country.
How long does the whole process take?
It varies by vehicle availability and adaptation lead time, in addition to standard ocean-shipping transit to Türkiye. We give you a realistic timeline once we know your vehicle and adaptation needs.
Can I sell the vehicle after it's imported?
Vehicles imported under this exemption are subject to resale restrictions set by Turkish customs regulation. We'll walk you through the current rules before you commit.
